Imprisoned Jamaican entertainer Buju Banton has reportedly made a deal with United States prosecutors to remove a pending gun charge and free him in less than four years.

 if convicted on the gun charge.
A report published today by the Tampa Bay Times says Banton has agreed to stop filing appeals in exchange for prosecutors dropping the pursuit of a gun charge. Banton, whose real name is Mark Myrie, could have faced an additional five years if convicted.
Instead, he will be deported to Jamaica after his scheduled January 2019 release from prison. The report quotes U.S. Attorney's Office as saying that U.S. District Judge James S. Moody Jr. approved the settlement earlier this week.
Nearly two years ago, Moody threw out a 2011 conviction on the gun count after finding that a juror had inappropriately researched a legal theory relating to the charge. Banton also wanted the other verdicts to be thrown out but recently, he lost an appeal, and the matter was returned to Tampa. Banton is serving a 10-year sentence on drug-related charges after he was arrested at his South Florida home in December 2009 and charged with conspiracy to distribute five or more kilogrammes of cocaine. more

BLACK RIVER, St Elizabeth — He was warmly welcomed by Comrades, but councillor for the Southfield Division Gregory Myers was left in no doubt by Labourites that they considered him a traitor after he formally switched sides yesterday.
"I am very upset," Nadine Tulloch of the Southfield Division told journalists immediately after Myers's switch from the Opposition Jamaica Labour Party (JLP) to the ruling People's National Party (PNP) at the monthly meeting of the St Elizabeth Parish Council.

The switch increased the PNP's majority in the St Elizabeth Parish Council to 10-5 over the JLP.
"I am upset because he was elected on the JLP ticket and now he has crossed over to the other party. I feel betrayed..." declared the green-clad Tulloch.
She argued that Myers -- who took over the Southfield Division in the local government elections of 2012, replacing his father Shirley Myers who had served for 26 years -- should have resigned and "let the people of the division choose who they want to choose".
Inside the parish council meeting Myers also came under bitter attack from the minority leader Jeremy Palmer, JLP councillor for the Pedro Plains Division and a former mayor of Black River.
"The people of Top Hill, Southfield and all the other areas, (including) my wife and I have been double-crossed, because we voted early and faithfully for him (Myers), but not as a PNP councillor," said Palmer.
In explaining his decision to "sever links" with the JLP, Myers, a teacher and guidance counsellor, told fellow councillors that "my decision to cross the floor today was thoroughly contemplated and went through consultations with several stakeholders..."
"I can say my decision was not a light one. This is not a divorce from the people, but a way to serve the people in a setting that provides collaboration and growth. My intent is in no way malicious, as people relationships and community are always at the heart of my daily interaction..." more

THE Saint Lucia Jazz & Arts Festival (its new official name) ended on Sunday on the island's scenic Pigeon Island with performances by reggae legend Jimmy Cliff and American singer Robin Thicke.

The 11-day (April 30-May 10) event was a potpourri of music: local jazz, reggae and pop, interspersed with exhibitions showcasing Saint Lucia's heritage.
Tracey Warner-Arnold, Saint Lucia's deputy director of tourism, said the new look worked for the government-funded festival which was first held in 1991.
"Very positive. With a very mixed line-up, there was something that appealed to everyone. Attendance was strong with record numbers on the Caribbean Night on Friday (May 8)," said Warner-Arnold.
"Further, there are a number of additional activities: fringe and community shows as well as other artistic components such as performance poetry, arts exhibits, HOT Couture Fashion show, plus the whole party scene, inclusive of parties and open bars with jazz and other genres of music being performed that have enhanced the whole atmosphere of the Festival and the feeling of Jazz throughout the island," she added.

Reggae was strongly represented by Cliff, Beres Hammond, Chronixx and Jah Cure. According to Arnold, Hammond, who appeared on Caribbean Night at Pigeon Island, was star of the festival.
"Beres, for almost all persons; (rapper) Flo Rida for the younger audience. Arturo (Tappin) was very well-received as well. Both Robin Thicke and Jimmy Cliff got great reviews," she reported.
At 24, the (former) St Lucia Jazz Festival is the granddaddy of Caribbean jazz shows. The brainchild of Saint Lucian tourism guru Allen Chastanet, its primary objective is to boost the island's tourism. more

Oneil Clarke of Hitmatic Records, who produced the song, said getting the champion deejay involved with his new project was easy as they are longtime friends.

A video for Whine was recently shot on Lime Cay. It is directed by Wayne South.

Hitmatic Records emerged five years ago. Among its previous productions are the Ackee Seed 'riddim' which featured Lady Saw, Vybz Kartel, Capleton, Beenie Man, Sizzla and Spice. The label also released the Hold a Medi beat.

As a Jamaican, I was most embarrassed and felt ashamed how we behaved at the Jamaica Invitational meet at the National Stadium on Saturday the May 9, 2015.

What made it more distasteful and embarrassing in that the sports minister was there yet she did not see it appropriate to beckon to the fans not to boo US sprinter Ryan Bailey.
Would you like to invite someone to your home and the relatives embarrass him or her? We invited Bailey here. Is this how we treat a guest? I was so ashamed.
However, Bailey showed grace to us, and that is what we should have shown him, not vulgarity. We didn't show any morals nor decorum.
I believe we embarrassed ourselves. The minister may want to come out and give a public apology to Bailey.
What Bailey did was something good for the sport. I enjoyed what he did and it is up to Usain Bolt to come better, yet we take it personally and embarrass someone we invite to our country.
Honestly, I was ashamed to be a Jamaican on that night. It was disgraceful.
To Bailey, I am personally sorry. I hope you return to my country again. more

Legendary blues musician B.B. King died on Thursday in Las Vegas, his attorney told The Associated Press. Cause of death was not released. He was 89.
Born Riley B. King in Berclair, Mississippi, and raised by his grandmother, the future “King of the Blues” purchased his first guitar for $15 when he was just 12 years old. He dropped out of school in the 10th grade, and spent much of his early years picking cotton and working as a tractor driver.
While he began singing in a gospel choir at church, the blues took root in King during his teen years. The blues is considered by many to be the only truly indigenous American music, and over time, King would become its foremost ambassador.After a short stint in the Army during World War II, King returned home to work as a farmer. But a tractor accident prompted him to give up that life, and start another in Memphis. There, King officially launched his musical career in the late 1940s.

KINGSTON, Jamaica — A 15-year-old fourth form student of Calabar High School, in St Andrew, is suspected to have drowned this afternoon at the Bob Marley Beach, Nine Miles, Bull Bay.
An official at the Red Hills Road institution told OBSERVER ONLINE that the teen did not show up for school today.
The incident occurred shortly after 12 o’clock.
It is said that the teen and a group of friends went to the beach where he reportedly got into difficulties and drowned.
His identity has not been released.

PHILADELPHIA, May 14 (Reuters) - Federal safety investigators probing the deadly Amtrak derailment in Philadelphia were waiting to interview the train's engineer, whose attorney said on Thursday he did not remember the crash that killed seven people and injured more than 200 others.

The train bound for New York City from Washington was barreling into a curve at more than 100 miles per hour on Tuesday night, twice the speed limit, when the engineer slammed on the brakes, the National Transportation Safety Board (NTSB) said.


Investigators said they have not yet interviewed the train's engineer, identified by a city official as Brandon Bostian, to give him time to recover.

NTSB board member Robert Sumwalt said on Wednesday that data from the black box, or event recorder, recovered at the crash site had not yet been fully analyzed.

But he said the derailment could have been avoided by an advanced safety system called "positive train control," that was not installed. Application of the brakes slowed the train slightly to 102 mph (164 kph) in the seconds before the locomotive and all seven passenger cars derailed, Sumwalt said.

Appearing on ABC's "Good Morning America" program on Thursday, Bostian's lawyer, Robert Goggin, said his client had no memory of the crash and "no explanation" for what happened.

"He remembers coming into the curve, he remembers attempting to reduce speed, but thereafter he was knocked out just like all the other passengers on the train," Goggin said. Bostian does not remember deploying the emergency brakes, the lawyer said. "He was distraught as he learned of the devastation," he said.

Bostian was "beat up" and "exhausted," with a concussion and a gash to his head, Goggin said.

JAMAICA should pass its eighth International Monetary Fund (IMF) test -- despite requiring a technical waiver on missing a revenue target.

The IMF mission currently visiting the island indicated that the IMF executive board will make a final decision in early June. Upon approval the island will gain access to a further US$40 million.
Uma Ramakrishnan, the IMF's new mission chief for Jamaica, explained that the island missed a key revenue target which related to the nominal value of the primary surplus. But that the primary surplus still met the critical target of being 7.5 per cent of the country's output or gross domestic product (GDP).
"I think it's a bigger concern for people in Jamaica than it is for us," Ramakrishnan said of missing the nominal target at a press conference held at the Ministry of Finance and Planning in Kingston. "What is really critical for us is the central goals of the programme. Minor deviations happen and that's how we see this revenue performance."
Data indicates that the country recorded a primary balance of $117.2 billion to March 2015 which represented a $4.1 billion shortfall on the $121.3 billion target. Tax revenues at $370.9 billion were also lower than budgeted levels of $384.3 billion. However, net international reserves at US$2.35 billion are above the target of US$1.4 billion.
Ramakrishnan described the waiver as technical in nature rather than an outright breach.
"It's a routine procedure that's involved, it's what's called a waiver. Its just a technicality, when any performance target is missed in a programme as with this one. There is a technicality called waiving and that procedure is what we followed," she explained in response to a media query.
Ramakrishnan added that she thinks Jamaica remains steadfast in maintaining the "critical performance goals" of the programme. The IMF mission came to Jamaica to conduct its eighth review of Jamaica's performance under the Extended Fund Facility (EFF). more

Manchester, JAMAICA: Donald Carridice, Man Charged With More Than 10 Counts of Abduction And Sexual Intercourse With 14-Year-Old Offered Bail In Court

The man, who was nabbed by the police in connection to the 14-year-old girl, who claimed she was kidnapped and forced into prostitution with other girls, was offered bail in the sum of $150,000 when he appeared before the Corporate Area Resident Magistrate's Court yesterday. The story of the girl, who was identified as Shanique (not her real name) appeared in The Gleaner on May 5 and 6.

The accused man, Donald Carridice, a farmer from Manchester and security guard, appeared in court, where Senior Resident Magistrate (RM) Judith Pusey granted him bail. Carridice, who has been charged with rape, abducting a child under 16 years-old and more than 10 counts of sexual intercourse with a person under 16-years-old, was ordered fingerprinted.
As part of his bail conditions, he is to report to the Hunts Bay Police Station on Mondays between the hours of 6.a.m. and 6 p.m.

Changing Story

Although the allegations into the matter were not outlined in open court due to its nature, Shanique in the interview with The Gleaner outlined, in a changing story, that she was abducted and taken to a place she did not recognise, before being forced into prostitution.
It was later revealed in a follow-up story that the Centre for Investigation of Sexual Offences and Child Abuse found inconsistencies in her tale. Senior RM Judith Pusey told defence attorney Pearnel Charles Jr that the matter "sounds like an organised thing". However, he told the Senior RM that, "we are vigorously refuting the allegations. We understand that this gentleman is being used as a scapegoat."
He also said, "the witness presented more than one version." The RM then told him, "somewhere in there is the truth." The matter was then set for mention for June 4. more

01CABINET has issued drafting instructions for changes to be made to the Child Care and Protection Act (CCPA) to deal more harshly with parents whose neglect lead to the abuse, exploitation and death of their children.
Harsher prison sentences are also to be imposed on those who kill children and commit sexual and other violent crimes against them.
New provisions are to be included in the CCPA that will put more responsibility on parents, and address the issue of neglect. Also, these types of cases are to receive special attention to enable them to move through the court system swiftly, minister responsible for information, Senator Sandrea Falconer, told yesterday's Jamaica House press briefing.
Director of legal reform in the Ministry of Justice, Maurice Bailey said that, although some of the proposed provisions seem similar to ones which already exist in the CCPA, the amendments would put more pressure on parents to protect their children. He said the existing clauses of the CCPA that deals with neglect, "lumps it in with a series of other things".
Said Bailey: "The difference this time is that it singles out and highlights that specific responsibility of the parent. This provision seeks to highlight and make it very clear that there are consequences that follow. It is not entirely new; it's an enhancement of what is there."

At the same time, people who murder children or commit sexual and other egregious crimes against them could face twice the amount of prison time that would usually be handed down for certain types of crime. They could also find themselves faced with life in prison.
"If (for example) the maximum penalty for an offence is a term of imprisonment for a period of 10 years or more, the courts will be empowered to impose an additional term of imprisonment not exceeding 10 years, ,that the court would impose were the victim not a child," Bailey told reporters. more

These staff members could not contain their
emotion at yesterday’s devotion.
But for the most part, students and staff of the St Elizabeth Technical High (STETHS) stayed calm and composed as they gathered yesterday for the first time since the passing of teacher Diane Vassell on Saturday.
During a devotional exercise lasting just over half an hour, Principal Keith Wellington urged the school fraternity to "support each other in this most difficult time for all of us".
Vassell, a Mathematics and social studies teacher, was discovered dead at her home in Malvern, 10 miles south of Santa Cruz, Saturday morning.
Police found her body hanging in the bathroom at her house. Investigators believe she committed suicide. Reports say Vassell had been suffering from mental depression.
Students at  devotion in somber mood
Principal of Manchester High School Jasford Gabriel who brought "words of comfort" to STETHS urged his audience to use the tragic circumstances not only as an "opportunity to be sad and broken up" but also as a chance to "be better persons" with an interest in caring and interacting with each other.
Relying heavily on Christian teaching, Gabriel told his listeners that "we serve a God who holds our lives in his hands".
Many, he noted, were confused and traumatised. "We are wondering many things this morning, asking many questions, trying to figure out why and if only I knew".
However, he argued, hope should never be abandoned even in the face of sudden disaster. more

A thief operating in downtown Kingston staged what is arguably one of the most daring daylight robberies yesterday when he made off with a policewoman's phone as she cited a motorist for a traffic violation in the bustling business district.
A police source told the Jamaica Observer yesterday that the theft of the Samsung Galaxy S5 from the front passenger seat of the police service vehicle has left the affected officers embarrassed, angry and confused.
The source, who asked to remain unidentified, said that the incident happened approximately 9:00 am on West Street.
"The police drove the vehicle onto West Street and stopped a motorist for a traffic violation," said the source. "The two police officers -- a male and female -- exited the vehicle that they parked along the side of the road with the lights still flashing."
The source said that it was while the cops were addressing the motorist that the thief struck.
"Minutes later, a man who saw what was happening walked close to the police vehicle and saw the high-end phone on one of the seats. He opened the door of the vehicle, took up the phone and ran off into the nearby market," the police source related.
The two officers, in a desperate bid to collar the thief, chased him, but were outsprinted.
Meanwhile, in an unrelated incident, an ex-soldier was held up and robbed of his gold bracelet on nearby Orange Street.
Police on the scene said that the robbery was carried out by a teenage boy. more
